In all of the imperial German provinces and territories, as is generally noted by German jurists, statutes cannot received any other interpretation that by the common law (ius commune) of the Romans. Statutes that modify or restrict Roman law must be interpreted in the strictist possible way and cannot be extended to cases that are not explicitly expressed in the law. In the same cases all corrections to the ius commune must be avoided. Those matters must be interpreted and understood only through the ius commune.
